SOME OF MY FRIEND ASK ME MY SECRET OF SUCCESS IN CIVIL SERVICES EXAM 2007 WITH RANK OF 122 (AIR). IT IS VERY DIFFICULT TO TELL EVERYONE SEPARETLY. SO I AM POSTING MY STORY ON BLOG SO THAT ANYONE CAN SEE IT.

I would like to start from my family background. I was born in Mainpuri district. Mainpuri is known as the less developed and less resourceful town such as less guidance, less power supply and very few educational facilities. I had to face these challenges when I begin to prepare for Civil Services. Mainpuri was so unaware that for years none had been selected in state or civil services. In fact in my family also there was no such person who could guide me but even then I started preparation. My father is an inspector in Uttar Pradesh Police and my mother is a housewife. My parents not only motivated me but also encouraged and provided enough resources for making a career in civil services. At the age of 21. I appeared in the State Civil Services Exam and fortunately I got success in the very first attempt and was selected for Treasury Services. Afterwards I was selected for the posts of Dy. SP and SDM in two successive attempts. Finally I joined as SDM and I worked in Lucknow, Bareilly and Ghaziabad.In 2006 when I was posted in Bareilly as SDM my younger brother Shyamu was preparing for the UPSC. He suggested me to make an attempt for UPSC. I did not consider it very seriously but at the same time my wife also forced me to appear for the UPSC. Then I became serious but it was a huge gap of 5 years. Then I decided to have less significant posting somewhere in Lucknow so that I could prepare for the UPSC. I got posting in Directorate of Sports as Asst. Director. With my childhood friend Satyendra Sagar (Presently working as Finance Officer in Govt. of UP) I started preparation. After a long gap I felt some problems like changed syllabus, negative marking in prelims and new trends in GS mains but the consistent encouragement of my family members and teachers and Sagar helped me to fight with these hurdles. Some of my friends who were preparing in Delhi provided me the valuable notes. I took the chance in selection of the optional. In fact in state civil services I always opted for Law and Public Administration. In this time I was not confidant with the Law so I decided to go with History because History is a consistent subject and Public Administration was my natural choice as I had wide behavioral experience of administration.Before prelims I took one month leave from my office and one and half month leave before the mains. It did not have the enough time but I managed all the things in this limited time. Due to the shortage of time I couldn’t prepare World History properly. For mains I went through the whole syllabus and made notes on every topic in both optional and in the second phase of preparations I selected some topics and worked out them effectively. In the meantime when the mains were going on I was transferred to Ghaziabad and I had to join there with charge of SDM. So half of schedule of mains I completed from Lucknow and and half from Ghaziabad. Finally with the blessings of the almighty God and hard work of mine, I got success in the mains and was called for the interview. Again for the interview I couldn’t prepare well because in my sub-division By-Election was declared and my full time was engaged in it. When the election was over very little time had left for me to consult for interview. Nearly all the coaching institutions had finished the mock sessions for interview. Then there was only way for me to consult the experts individually. Some noted institutions in Delhi helped me. My friend Sagar who unfortunately could not succeed in the mains and Mukteshwar ji from Lucknow came to my house in the meantime and discussed valuable topics with me and gave their valuable suggestions. I cannot ignore the personal attachment of Arunesh Singh, Vikas Divyakirti, S.P. Jha and Shekhar TripatMy interview was on 28th April 2008(Afternoon) in the board of Parveen Talha. Board asked me 60% qust. based on my administrative experience and 40% on my biodata, hobbies and academic background. Ultimately my interview was much satisfactory . I got 122nd rank (It is very good with Hindi medium and in SC category). Lastly I would like say that where is will there is success. Right approach in the right direction always leads to success. My hard work and strong determination was crucial for my success. I cannot forget my well wishers and my brothers Pankaj (Asst. Commnr. UP Commercial Tax Service), Hirdesh, Shyamu,Bajesh (IAS 2005 Uttranchal cader), my wife Anju and above all my parents who always saw great dreams for me.

पवन कुमार, भारतीय प्रशासनिक सेवा के वरिष्ठ अधिकारी हैं। वे अपने प्रशासकीय दायित्वों के सफलतापूर्वक निर्वहन के साथ ही साथ साहित्य के साथ भी अपना संवाद बनाये रखते हैं। उर्दू शायरी में प्रतिष्ठित मुकाम हासिल करने के उपरांत वे हिंदी उपन्यास लिखने की तरफ मुड़े हैं। इस मोड़ का पहला पत्थर है यह उपन्यास, जिसमें उन्होंने श्री रामभक्त चिरंजीवी हनुमान के विषय में विस्तृत, शोधपरक और वैचारिक लेखन किया है।
विभिन्न जनपदों में जिलाधिकारी जैसे महत्त्वपूर्ण दायित्व निर्वहन करने के अतिरिक्त वे उ.प्र. शासन में विभिन्न विभागों यथा – कृषि, खाद्य रसद, सिंचाई, सूक्ष्म लघु एवं मध्यम उद्योग, आवास विभाग में विशेष सचिव, प्रबंध निदेशक पश्चिमांचल विद्युत वितरण निगम के पद पर कार्य कर चुके हैं। प्रशासनिक कार्यकुशलता व चुनाव प्रबंधन के लिए वे सम्मानित किए जा चुके हैं। सरकारी सेवा में रहते हुए भी बेहतर तरीके से साहित्य के साथ संतुलन बनाये रखे हुए हैं। लेखन के लिए उन्हें कन्हैया लाल प्रभाकर सम्मान, उप्र सरकार के मैथिली शरण गुप्त, ज़ीशान मक़बूल अवार्ड, तुराज सम्मान, उप्र सरकार के सुमित्रा नंदन पंत अवार्ड आदि से सम्मानित किया जा चुका है।
ग़ज़ल पर उनके दो संग्रह ‘वाबस्ता’ (2012) और ‘आहटें’ (2017) प्रकाशित हो चुके हैं। उन्होंने ‘दस्तक’ और ‘चराग़ पलकों पर’ का संकलन और संपादन भी किया है। उनकी ग़ज़लियात के बारे में मशहूर शायर शीन काफ़ निज़ाम और शम्सुर्रहमान फ़ारूक़ी ने लिखा है कि पवन कुमार अपने कलाम के वसीले से फ़र्द से फ़र्दन बात करना चाहते हैं। उनके दो गीत ‘पानी तेरा रंग’ और ‘सुन ले ओ साथिया’ बहुत लोकप्रिय रहे हैं। कई म्यूजिक एलबम में उनके गीत ग़ज़ल रिलीज हो चुके हैं। उनकी ग़ज़लों को हरिहरन, साधना सरगम, रूपकुमार राठोड़, मो. वकील आदि आवाज़ दे चुके हैं।
सम्प्रति प्रशासनिक उत्तरदायित्वों के साथ-साथ रचनाकर्म में व्यस्त हैं।
